::: The [[w:en:Central Committee of the Communist Party of the Soviet Union|Central Committee of the CPSU]] (ЦК КПСС) was the central organ of political power. The Government of the USSR was subordinate to it, the committee directed all party and governmental activities. The work was published in «[[w:en:Pravda|Pravda]]» («[[w:ru:Правда (газета)|Правда]]»), main newspaper of CPSU and central newspaper of USSR, by authorship the Comittee (authorship of the organisation, not a person). So, I think it in public domain.
