Hi, I'm a sysop of Chinese Wikisource. Someone is trying to upload the Chinese translation of it to zh.wikisource and we are not sure about if it should be public domain. Would you please check it and share us with your opinions? : Hi. Yes, it is official post of goverment USSR, like [[Обращение Центрального Комитета КПСС, Президиума Верховного Совета СССР и правительства Советского Союза от 12.04.1961|that to example]]. By the Russian law, the goverment documents and thier official translations are not subject to copyright and can be uploaded free. I do not know what about it say Chinese law and what is the translation you talk. Also, if a translation made by user of Wikisource or has the OTRS permission then such work can be free published.
